Aspect (Autism Spectrum Australia) welcomes the Government’s announcement to strengthen early supports for children and families through the proposed Thriving Kids program. We note the Minister’s timeline to begin rollout from 1 July 2026, with full implementation by July 2027, and the intention for joint Commonwealth–state funding, including a $2 billion Commonwealth contribution.

Autism is a lifelong developmental condition, and it is vital that Autistic children and their families have access to the right supports as early as possible. Early identification and tailored support build strong foundations for learning, wellbeing, and lifelong opportunities.

“Aspect supports reforms that improve outcomes for children on the autism spectrum. For many children with mild to moderate support needs, community-based supports - in the places where they live, learn and play - can deliver the best outcomes and foster a sense of genuine belonging. At the same time, families of children with higher support needs must continue to have access to robust, specialised supports.

“Over the coming weeks, when details are shared, we will review the Thriving Kids proposal and seek clarity on key components including eligibility, funding, timelines and safeguards. Families must have confidence there will be continuity of support, genuine choice and control, and no gaps during the transition from the NDIS to Thriving Kids.

“Aspect is committed to ensuring Thriving Kids is co-designed from day one, transparent, independently evaluated, and aligned with the National Autism Strategy. We are ready to work with the Commonwealth, states and territories to help shape the program so that it reflects a neurodiversity-affirming, family-centred, and evidence-based approach.

"With the right design and resourcing, Thriving Kids has the potential to build a stronger, more inclusive future for Autistic children and their families.”
